I want to learn PHP programming but I do not have that big server computers or a network of computers. Is it possible to do PHP programming using only a laptop connected only to internet, through a 3g modem; and running on Windows XP SP3 OS? What are the application and/or software that I need to install to make it work?

You will be frustrated if you try to study PHP with only remote access to a server.
You could install only PHP but that is going to give you a very handicapped view of the PHP world.
I suggest you install XAMPP or ubuntu with LAMP to give yourself a local web server.

I would not use a computer to control the network. Use a router – that’s what it is designed to do.
As far as printing, you can use a network print server or just share printers connected to the computers on the network

That would be someone elses router within wi-fi range. Wi-fi does have quite a large range and sometimes you can see various routers from quite a distance, depending on what is in the way to obstruct the radio. I quite often get wi-fi networks appear on mine that are random, but belong to the next door neighbours.
Some people give their router SSID a name (you can do this too in router settings), so they can identify their own router or other routers – in my house I have two routers set up, one as a repeater and I have them called two different names so I know which one is the main one and which is the repeater.
This person has just called theirs “home network”.
As for the password you’d need to find out who the router belonged to and ask them for the password. You could attempt to hack it if it’s only got a WEP security key on it, but this is illegal.

My new a/c unit blower, air handler runs and runs during the day even when the compressor is off. At night it turns off automatically and during the morning. However, during most of the day it runs and runs blowing cool ac air and then just normal air. We have had the a/c guy out a few times to investigate and this is where it stands now. I don’t think the house gets as cool and stays as cool either.

My only thoughts on this, are that either the outdoor unit is in fact actually running, or that perhaps the indoor unit is interconnected with a timer for the “summer fan”. This is meant to recirculate air in the house. check the thermostat, perhaps its digital, if this is the case it could actually be programmed to turn the air handler fan on. A lot of times on digital thermostats there is a hold button which bypasses all programming, activate the hold button for a few days. If this works read the thermostat instructions and program it as desired. Or for that matter read the instructions first.
